What are the best ways to backup your files

I have an XP home edition and have installed Windows Live One Care. I quickly learned that the only thing good about the program is being able to backup my files to cd; in which I now have a lot of. Now I know cd backup can be a good thing...but maybe not the best way to go. I have done some research on this and found a lot of confusing information. And also $$$ are an issue as I am on a tight budget. At this point external hard drives are not an option. I am also curious about Stardocks Keep Safe, but they say it is a temporary solution in between a more permanent solution. So what are your thoughts on this, as I need help and direction and easy to understand.

Get a dvd burner, can back up a lot more data on dvd's than on cd's (700mb compared to 4.7gb or 8.5gb). Should be able to get one for like $45.

I have a dvd burner already installed. Is there one program to use better then what I have got now? I would really like to get rid of WLOC. I know this is going to sound really stupid...Do I start off with a full backup of my C drive and then just backup the files that have changed?

Please bare with me on this topic I like to get all the info I can. I am really into details, which make me seem a little batty.
